The 29 Ofgem heat network authorisation conditions

Every authorised heat network in Great Britain is subject to these conditions. Which of them apply to you depends on whether you operate the network, supply heat over it, or both, and on whether any of your consumers are domestic.

Each condition below links to its full verbatim text alongside a plain-English explanation. If you are not yet sure which apply to you, the registration checker works that out in a few questions. Registration closes on 26 January 2027.

Section A — General conditions

Section A applies to everyone holding a heat network authorisation, whether they operate the network, supply heat over it, or both.

Section B — Supply and consumer protection

Section B applies where heat is supplied to domestic consumers. A network serving only non-domestic consumers is not subject to it.

Section C — Operating conditions

Section C applies to the party that operates the network, as distinct from the party that supplies heat over it.
