How to choose heat network compliance software
The test is whether it lets you show Ofgem, condition by condition and network by network, that you comply. These are the questions to ask any supplier, with Caldora’s answer to each.
1. Does it work from Ofgem's own condition text?
Summaries drift from the rules.
Caldora: Caldora reproduces each condition from Ofgem's January 2026 authorisation conditions decision.
2. Does it work out which conditions apply to each network?
Not every condition applies to every network.
Caldora: Caldora asks about your role, who you supply, cooling, district network feeds and co-operators, and applies the exemptions for industrial and self-supply networks and local authorities.
3. Does it hold evidence condition by condition?
Ofgem asks how you meet each condition.
Caldora: Caldora gives each condition a checklist and its evidence, and lets one document cover several networks.
4. Who signs off?
Responsibility stays with the authorised company.
Caldora: In Caldora only your own people sign off, and the record shows who signed and when.
5. Can contractors have restricted access?
Your managing agent should not see your board's financial papers, and your billing firm should not edit your maintenance records.
Caldora: Caldora appoints each firm by service and network, and access ends when the appointment does. Who sees what
6. Can firms answer your evidence requests in it?
Chasing evidence by email loses it.
Caldora: In Caldora a firm answers your request and the document is filed against the condition. With your approval, a firm can also connect its own system to send evidence and records automatically. Integrations and API
7. Does it cover Ofgem reporting, and is it clear who submits?
Caldora: Caldora tracks Ofgem's 138 reporting obligations with deadlines and a readiness checklist. You submit through Ofgem's own service.
8. Does it handle complaints, incidents and priority customers?
These are records Ofgem can ask for at any time.
Caldora: Caldora covers complaints (B4), incidents, the priority services register (B8) and corrective actions.
9. Does it cope with a portfolio?
Caldora: Caldora uploads networks from a spreadsheet and exports the key service providers list condition A14 asks for.
10. How does it handle change?
The rules and the guidance will move.
Caldora: Caldora watches Ofgem's pages, the regulations and the government's HNTAS pages daily, and flags the conditions a change affects. HNTAS is added when the final standards are published. HNTAS: what is proposed
11. Where is your data held?
Compliance records include personal data about consumers.
Caldora: Caldora runs in London, with evidence files stored in the EU. About and security
